The initiative includes a comprehensive set of measures designed to: * Increase the supply of affordable housing: The city will allocate significant funding for the construction and acquisition of new affordable units, targeting neighborhoods with low homeownership rates. * Protect existing affordable housing: Stricter rent control measures will be implemented to prevent displacement of low-income tenants and preserve existing affordable units. * Support homeownership: Down payment assistance programs, first-time homebuyer incentives, and mortgage assistance will be expanded to help Oaklanders achieve homeownership. * Address racial inequities: The initiative prioritizes investments in neighborhoods with high rates of poverty and racial disparities, to ensure equitable access to affordable housing. Mayor Schaaf praised the City Council’s bold action, stating, “This is a historic day for Oakland. We are finally taking the comprehensive steps we need to create a more affordable, equitable, and inclusive city.” Advocacy groups hailed the initiative as a much-needed solution to the city’s severe housing shortage. Sarah Sherburn-Zimmer, Executive Director of the East Bay Housing Organizations (EBHO), said, “This is a game-changer for Oakland. It will make a real difference in the lives of thousands of our neighbors who have been struggling to afford a place to live.” The Affordable Housing Initiative is expected to create over 26,000 affordable homes by 2031.
